Right of Entry (ROE)

A Singapore citizen below the age of 21, who is also holding a foreign passport, may apply for a Right of Entry (ROE). The ROE facilitates immigration clearance using the foreign passport when entering or leaving Singapore through the Singapore immigration checkpoints.


Eligibility

Singapore citizen aged below 21 who is holding foreign passport(s).


Documents Required

You will need to provide original documents and official translations (for documents in languages other than English), as well as copies of the documents for ICA to retain.

ICA accepts:

  • Translations provided by the embassy of the country that issued the document
  • Translations produced by a notary public in Singapore or the country that issued the document
  • Privately created translations attested by the embassy of the country that issued the document, or notarised by a notary public in Singapore or the country that issued the document.

ICA does not endorse any private translation companies or entities. Insufficient documentation may result in non-acceptance of your application. You may be required to provide additional documents to support your application.


You will need the following documents:

Child’s documents:

  • Child’s foreign passport
  • Deed poll or religious certificate if there is a change of name (The name reflected on the foreign passport must match ICA’s records for the ROE to be issued on the foreign passport. If the child is a Singapore Identity Card holder, please approach IC unit to change the name in ICA’s records before obtaining the ROE).

Requestor’s documents:

  • If requestor is an appointed proxy, a letter of authorisation is required.

After ICA sends a confirmation that the ROE has been issued on the foreign passport the child may use the foreign passport for immigration clearance when entering or leaving Singapore through the Singapore immigration checkpoints.

When the child obtains a new travel document, please submit a request to transfer the ROE to the new document.

Note: Applications for children aged below 16 are to be done by a parent or a proxy appointed by the parents.

 


Fees

There is no fee for the ROE.


Processing Time

The outcome is generally issued within 3 working days, if all required information and supporting documents are received.
